When this is running, we obviously get a bar appear at the top of each page asking the customer to click if they want to. Is there anyway of making this into a "block" which could be placed in the left or right column?

Sorry, this is only available where it appears - at the top. The primary objective when it was designed was that it would open on the page as opposed to a popup, and it wouldn't be a Java applet (rather HTML and JavaScript). It's placement is the most visible/accessible part of the page, but hopefully without being too intrusive.
