I always try to make sure that I don't have any blank pages. If a visitor clicks a link and goes to a blank page or 'page under construction' it can give the impression that the site is not complete or updated. This may be true but don't let on.
It is difficult with catalogue items and sometimes it can happen but for 'static' or fixed pages try and make sure they are filled in.
I also think its a good idea to try and give relevant information on pages like Contact Us where sometime you just get an e-mail form, so contact telephone numbers, hours telephone support is available, reminder of contact e-mail addresses and maybe a map or directions if you invite retail customers.
