Default Remarketing Tag for Google - Help on the Shopping Basket

We are trying to use google remarketing to try get clever with our online ppc and display advertising banner campaigns. We have managed to place the script or remarketing tags on the home page and specific category pages but we need help as to how we can add the code for the shopping basket because we dont have access to that page file (e.g. index.html) or block (code section to put when a customer is on the shopping basket and exits)

Basically we need to be able to do this so that when a customer exits out website when they are on the shopping basket and go to gumtree or youtube or whereever the tag will allow us to then display a targeted banner on the thirdparty website they go visit.

So the question is, how do I put the tag on the shopping basket?

    Thank you
